It is 25 January 2023. India's first Sovereign Green Bond lands at the Reserve Bank of India auction. The benchmark: ₹8,000 crore in two tenors (5 and 10 years). The bid-cover ratio hits 5x (huge demand). The yield comes in at 6 basis points below comparable Government Securities — India earns a "greenium" for the green label, even though the rupee funds are no different from any other GoI borrowing.

The proceeds had a constraint: they could only fund projects from a Green Bond Framework notified in November 2022 — public transport, renewables, climate change adaptation, sustainable water management, green buildings, terrestrial and aquatic biodiversity conservation. The framework was assessed by CICERO Shades of Green (a Norwegian second-party opinion provider), which graded it "Medium Green".

Eleven months later, on 8 November 2023, the EU Sustainable Finance Disclosure Regulation (SFDR) forced reclassification of $140 billion worth of "Article 9 dark green" funds down to "Article 8 light green" — the largest greenwashing correction in financial market history. Suddenly, the trustworthiness of every ESG label was open season. Asset managers faced billions in regulatory fines and reputational damage.
