Story hook

The Agricultural Census 2015-16 (the latest fully released round; provisional results of 2021-22 surfaced in early 2024) revealed something that no policymaker could miss: India had 14.6 crore operational holdings — up from 13.8 crore in 2010-11, 11.9 crore in 1995-96. The land they covered was virtually unchanged at 157.1 mha. The arithmetic forces only one direction: average holding size fell from 2.28 ha (1970-71) to 1.08 ha (2015-16), and provisional 2021-22 data suggests further shrinkage to about 0.95 ha.

In Bihar's Begusarai district, where the average holding is 0.39 ha, a father's 0.78 ha is split between two sons. Each inherits half — barely enough for one season of paddy, certainly not enough to justify a Mahindra 9500 tractor on credit. Across India, 86.2% of operational holdings are marginal (<1 ha) or small (1-2 ha)** — they cover ~47% of the area. Meanwhile, the **0.6% of large holdings (>10 ha) cover ~9% of the area.

Land use itself is a stable picture: net sown area ~140 mha (43% of geographic area), forest cover 22%, non-agricultural use 8%, fallow + barren 8%, pasture + tree crops 3%.

For UPSC, land use + landholding feeds into: viability of MSP, tenancy reforms debate, leasing law (NITI Aayog 2016 model), and the constitutional position of "land" as a State subject.

Why this matters for UPSC

Prelims tests the Agricultural Census categories (marginal/small/semi-medium/medium/large) and land-use classes at least once every 3-4 cycles. Mains GS-III demands analysis of fragmentation, tenancy, and the policy levers (FPOs, consolidation, model leasing law).
