It is 16 December 2012. A 23-year-old physiotherapy intern boards a private bus in South Delhi with a male friend. Six men brutalise her over 45 minutes as the bus loops around the city's arterial roads, then dump the couple half-naked on the highway. She dies in a Singapore hospital on 29 December 2012. India erupts. The Justice Verma Committee convenes in 30 days, files a 657-page report in 29 days, and ushers in the Criminal Law (Amendment) Act 2013.
That single event triggered the most rapid statutory reorganisation of India's women-protection framework since Vishaka v. State of Rajasthan (1997). In the decade since Nirbhaya (2012-2024): POSH Act 2013, Juvenile Justice Act 2015 (lowered age for heinous crimes to 16), Maternity Benefit Amendment 2017 (26 weeks paid leave), Triple Talaq Act 2019, Transgender Persons Act 2019, POCSO Amendment 2019, Women's Reservation Bill (106th CA, 2023). And institutionally: SHe-Box (2017), One Stop Centres (2015), Mahila Helpline 181 (2015), Cyber Tipline / NCRP (2019).
