It is the first week of May 2023 in Churachandpur, Manipur. A "Tribal Solidarity March" called by Kuki-Zo students on 3 May turns into a confrontation with Meitei groups. Within hours, houses, churches, and temples are torched in Imphal Valley and the surrounding hills. By the end of that week, 130+ are dead, 60,000 displaced, the state Internet shut down, and the army flag-marches in. Two years later — by the time you walk into your interview in 2025 — Manipur is still under President's Rule (imposed Feb 2025), the Kuki and Meitei territories are de-facto separated, and 50,000+ remain in relief camps.

Now an interview board, in March 2026, looks at a candidate from Mizoram and asks:

"Manipur has been ethnically partitioned in everything but name for nearly three years. The Centre has tried buffer zones, President's Rule, an unending suspension of operations with insurgents, and still we cannot get the displaced home. If you were sent as Collector of Imphal West tomorrow morning, what is the first thing you would do, and what is the last thing you would do?"

The answer cannot be platitudes about peace. It needs a working model of ethnic conflict resolution (the Mizoram Accord 1986 is the obvious parallel), the legal scaffolding (AFSPA, NSCN-IM, Suspension of Operations), a numeric grip (deaths, displaced, weapons looted from police armouries — over 5,500 still missing), and the candidate's personal disposition under fire. This unit is your scaffold for that braid across all four active fault-lines: Manipur, J&K, LWE, cyber.

Why this matters for UPSC

Internal security questions appear in ~85 percent of Personality Test boards for the 2025-26 cycle because three of the four fault-lines below have produced front-page news every month: Manipur (President's Rule extended Aug 2025), J&K (Article 370 verdict Dec 2023 + Assembly elections Sep 2024 + Pahalgam attack April 2025), LWE (deadliest two-year stretch for security forces, but also the smallest geography of LWE violence in 25 years), and cyber (UPI fraud, deepfake elections, the CERT-In dashboard reporting 1.59 million incidents in 2023). Boards probe values position on AFSPA, internet shutdowns, encryption back-doors, and majoritarian rhetoric — listening for constitutional fluency, not opinion.
