It is 31 December 2019, South Block, New Delhi. General Bipin Rawat, who hours earlier handed over the Army baton to General Manoj Naravane, walks back into the same building wearing a new four-star uniform. He is sworn in as India's first Chief of Defence Staff (CDS) — a post the Kargil Review Committee (K. Subrahmanyam, 1999) recommended twenty years ago, and that the Group of Ministers report (2001) endorsed, and that successive governments shelved for fear of upsetting the inter-service balance.

Two minutes later, a notification creates the Department of Military Affairs (DMA) inside the Ministry of Defence, with the CDS as its Secretary. For the first time since Independence, a uniformed officer holds Cabinet-Secretariat-grade authority over joint operations, procurement, and force structure.

Five years later — December 2024 — General Anil Chauhan, the second CDS (appointed September 2022 after Rawat's death in the Coonoor helicopter crash December 2021), announces the first Integrated Theatre Commands: Northern Land Theatre (Lucknow), Western Land Theatre (Jaipur), Maritime Theatre (Karwar). India's 17 single- service commands are being re-stitched into 3-5 unified theatres — the largest military restructuring since 1947.

For UPSC, defence reform is the most cited example of institutional modernisation in GS-III internal security. Examiners test whether you understand both the architecture (CDS, DMA, theatres) and the politics (inter-service turf, civil-military boundary, parliamentary oversight).
