It is 2005, DARPG (Department of Administrative Reforms + Public Grievances), North Block. India's first citizen-centric quality framework for government departments is being assembled. The team — drawing on the UK Beacon Council Scheme + Canadian Service Improvement Initiative — names it "Sevottam" — a Sanskrit portmanteau of "Seva" (service) + "Uttam" (excellence).
Sevottam, at first, is a DARPG-led good-practice toolkit. By 2010, it becomes IS 15700:2005 — the Bureau of Indian Standards (BIS) standard for public service delivery quality management, the world's first ISO-style quality standard for government services.
It rests on three modules:
- Citizen's Charter — what the citizen can expect.
- Grievance Redressal Mechanism — what happens when service fails.
- Service Delivery Capability — internal systems + skills to deliver.
By 2024, Sevottam has been adopted across 35+ Central ministries / departments + several state governments, with Indian Posts, Income Tax, EPFO, ESIC, Indian Railways among the early certified entities. Sevottam version 2.0 (DARPG 2024 draft) attempts to refresh for the digital era — chatbots, real-time SLA dashboards, geo-tagging, integration with CPGRAMS.
For UPSC, Sevottam + Citizens' Charters form the public service delivery quality module of GS-II Governance — recurring in 8 of the last 15 papers.
