It is 15 August 1995, Bhopal. The Madhya Pradesh Road Development Corporation awards India's first major BOT (Build- Operate-Transfer) road concession to Larsen & Toubro: the 38 km Bhopal-Sanchi highway. India's PPP era begins quietly.
A decade later, on 5 May 2005, the Government of India approves the Public-Private Partnership Appraisal Committee (PPPAC) and the Viability Gap Funding (VGF) Scheme — a grant of up to 20% of project cost to plug the revenue-cost gap in projects that are economically essential but financially marginal. The Vijay Kelkar Committee on PPP (2015) would later call this the "single most important policy intervention that unlocked infrastructure for India".
By 2024, India has implemented 2,300+ PPP projects worth ₹26 lakh crore across highways, airports, ports, railways, power, water, urban transit, telecom, social infrastructure. Iconic successes: Delhi Metro (2002 PPP variant), Mumbai Airport (GVK), Hyderabad Airport (GMR), Krishnapatnam Port, Delhi-Mumbai Industrial Corridor (DMIC). Iconic failures: Dabhol Power Project (Enron), Mumbai-Pune Express Toll dispute, Gurgaon Express- Way collapse, several road BOT defaults under HAM (Hybrid Annuity) revision.
The institutional architecture has grown — Ministry of Finance Department of Economic Affairs (DEA) PPP Cell, NITI Aayog, IIPDF (India Infrastructure Project Development Fund), IIFCL, NIIF (National Investment + Infrastructure Fund, 2015), PM Gati Shakti (2021), National Monetisation Pipeline (NMP, 2021).
