Mission Karmayogi

Story hook

It is 2 September 2020. The Cabinet, chaired by the Prime Minister, approves a programme with an unusual name: Mission Karmayogi — the National Programme for Civil Services Capacity Building (NPCSCB). "Karmayogi" — one who serves through purposeful action — is the framing. The programme aspires to be the most comprehensive civil-services reform since the Macaulay Committee 1854 created the open competitive examination.

The architecture is bold: a PM Public Human Resources Council at the apex chaired by the PM himself; a Capacity Building Commission (CBC) with statutory autonomy; a Special Purpose Vehicle, "Karmayogi Bharat Ltd", a Section-8 not-for-profit company that owns the technology backbone; a Coordination Unit under the Cabinet Secretariat.

The technology layer — iGOT-Karmayogi (Integrated Government Online Training) — launches on 23 January 2023. By November 2024, it has 39+ lakh registered users, 1,400+ courses across 23 ministries, and a FRACS framework (Functional, Rules, Attitudinal, Competency, Skills) that signals the shift from rules-based to roles-based capacity building.

The intent is to address the long-standing critique laid out in ARC II Report 10 (Refurbishing Personnel Administration, 2008) and the Hota Committee (2004): India trains its civil servants once at induction, then expects them to perform for 30 years without systematic re-skilling. Mission Karmayogi answers this with anytime, anywhere, any-device, life-long learning.
