It is 5 April 2011, Jantar Mantar, Delhi. Anna Hazare, the 74-year-old Gandhian activist from Ralegan Siddhi, sits down for an indefinite hunger strike. His demand is one sentence — enact the Jan Lokpal Bill drafted by civil society. Within hours, the protest swells from a few hundred to fifteen thousand. Live TV cameras roll. Twitter hashtags trend. Bollywood stars + retired bureaucrats + students join. By 8 April 2011, government has agreed to set up a joint drafting committee with civil society. The India Against Corruption movement has just changed the rules of Indian political bargaining.

But the path that follows is tortuous. Three Bills in three years. The first Lokpal Bill 2011 doesn't pass Rajya Sabha. The second Bill 2013 is finally enacted on 17 December 2013 + comes into force 16 January 2014. Five more years pass. Selection Committee meets only once. Search Committee deliberations get politically fraught. Finally, on 23 March 2019forty-seven years after ARC I first proposed it in 1966Justice Pinaki Chandra Ghose becomes the first Lokpal of India.

Lokpal traces its conceptual origin back even further — to Sweden's Ombudsman of 1809, the world's first such office. L.M. Singhvi coined the term "Lokpal" in 1963 during Lok Sabha debates. India's wait was 52 years from concept to first appointment. The Lokayukta journey was faster — Maharashtra became the first state with Lokayukta in 1971.

The institution finally exists. But the question every interview board asks remains: does it work?

Why this matters for UPSC

Lokpal + Lokayuktas appear in Prelims 1-2 times a year (Act features, first Lokpal date, composition, jurisdictional limits). They are a Mains GS-II workhorse for anti-corruption institutional architecture, executive accountability, ombudsman concept.
