The government gazettes the 16th Finance Commission under Arvind Panagariya (former NITI Aayog Vice-Chair, Columbia economist) — precisely on the day the 15th Finance Commission's recommendations expire. The terms of reference are dense: recalibrate Centre-State tax devolution from the current 41%, study state-fiscal sustainability, build a non-lapsable Defence + Internal Security Fund, and review state disaster-management financing.

A few weeks later, on 3 April 2024, the 22nd Law Commission under Justice Ritu Raj Awasthi submits its Uniform Civil Code consultation paper — the work the 21st Law Commission (under Justice B.S. Chauhan) had declined to finalise in 2018 saying UCC was "neither necessary nor desirable" at that stage. The Modi government has different ideas; Uttarakhand passes its state UCC the same year (notified Jan 2025).

Committees and commissions yield 2-3 direct Prelims per cycle (matching pairs, dates, recommendations) and Mains uses them as anchor recommendations in governance answers. Interview boards probe high-impact ones ("What do you make of the Panagariya FC's terms of reference?"). High-yield items: Finance Commissions, Law Commissions, Press / Information / Election Commission, NITI Aayog, statutory regulators, recent issue-specific committees.
