It is 23 March 2020. India announces a 21-day nationwide lockdown. Within a week, the Ministry of Consumer Affairs unveils the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) — 5 kg additional foodgrain per person, free, per month, to every NFSA beneficiary. The scheme is supposed to last three months. It runs for 30 months in seven phases.

By December 2022, PMGKAY has delivered ~1,118 lakh tonnes of free grain at a cost of Rs.3.91 lakh crore. On 1 January 2023, the Centre folds PMGKAY into the NFSA architecture itself — NFSA grain becomes free. 5 kg/person/month at zero cost to ~81.35 crore beneficiaries. The Cabinet extended the unified scheme to 2028 (Nov 2023).

That is the largest food-security operation in human history. And it sits on top of the National Food Security Act 2013 — the rights-based ration framework that turned PDS from a welfare-leakage system to a justiciable entitlement.
