Farmers' producer organisations (FPOs)

Farmers' producer organisations (FPOs) · 10,000 FPOs scheme

Story hook

It is 2 June 2024. In a village called Aundhi in Vidarbha's cotton belt, a small auditorium fills with 387 farmers — each holding a printed share certificate of ₹100. The certificates make them shareholders of the Vidarbha Organic Farmers Producer Company Ltd, registered three years ago under Section 581B of the Companies Act 1956. Today, the FPC has just signed a ₹4.2 crore export contract with a German importer for organic cotton. The price they will receive is ₹152/kg — 45% higher than the local mandi price of ₹105.

Across the country in a Tamil Nadu village outside Madurai, Sevasri Pasumai FPO has just paid its 612 women members an average dividend of ₹3,400 on a year's worth of vegetable + flower aggregation. The FPO uses a refrigerated truck (financed by NABARD's Producer Organisation Development Fund) to take their produce directly to a Chennai retail chain. Mandi commission of 8-10% (Tamil Nadu APMC rates) is gone. Buyer monopsony is gone. Distress sale at harvest peak is gone.

These are two stories among 38,000+ FPOs registered in India by 2024 under the 10,000 FPOs Scheme + earlier Centre/State + NABARD initiatives. The 10,000 FPOs Scheme alone — launched 29 February 2020 with a ₹6,865 crore outlay — has formed 9,330 FPOs by March 2024, organising 30+ lakh small farmers into collectives capable of producing aggregating, processing, and marketing as enterprises.

The Indian farmer was historically a small, dispersed, undercapitalised, price-taking entity. The FPO model is the most serious attempt in 70 years to change that.

Why this matters for UPSC

FPOs are a rising GS-III topic — Prelims has tested FPO + 10,000 FPOs Scheme (2020, 2022, 2024). Mains questions on cooperative federalism + farmer producer organisations + market linkage appeared in 2018, 2022. The 2024 Economic Survey + MSP Committee Report (2024) flagged FPO scale-up as central to agricultural transformation. Politically + economically high-yield.
