Education policy
Education policy — NEP 2020 · NCF · ASER findings
Story hook
It is 29 July 2020. India is 130 days into the world's strictest COVID-19 lockdown. Schools have been shut for 130 days, and will stay shut for 18 more months. The Cabinet, meeting virtually, approves the National Education Policy 2020 (NEP 2020) — the first overhaul of India's education framework in 34 years (last: NPE 1986; modified 1992).
NEP 2020 is the most ambitious + structurally radical education reform India has attempted. It scraps the 10+2 system that has framed every Indian's school life since 1968, replacing it with 5+3+3+4 (foundational + preparatory + middle + secondary). It targets 100% Gross Enrolment Ratio in school education by 2030, 50% GER in higher education by 2035 (currently ~28%), and universal foundational literacy + numeracy (FLN) by Grade 3 by 2026-27 under the NIPUN Bharat Mission.
Meanwhile, the Annual Status of Education Report (ASER) 2023 "Beyond Basics" reveals: 25% of 14-18 year olds cannot read a Class-2 text fluently in their regional language; 57% struggle with basic division; and 86% of 14-18 girls enrolled in education but 49% cannot tell time on an analog clock. Pratham, the NGO that produces ASER, has been the loudest single voice forcing India to reckon with learning poverty.
For UPSC GS-II, "education" is the second-most-asked Social Justice + Welfare sub-topic after women. Mains PYQs: 2017 (public school education), 2019 (NIRF + higher education reform), 2020 (NEP), 2022 (FLN crisis), 2024 (ASER + NIPUN implementation).
Why this matters for UPSC
Education is the single most-asked policy domain in GS-II. NEP 2020 figures in every recent Mains; ASER + NCF are now Prelims fodder.
Population aged 6-23 = ~37 crore (28% of India). India's education spend = 2.9% of GDP (2022-23, NEP target = 6%).
