Story hook

It is 3:47 AM on a humid August night in your collectorate guesthouse. You — the Collector & District Magistrate of a district in eastern UP — are 34 years old, six weeks into the posting, and your landline rings. The voice on the line is the Sub-Divisional Magistrate of one of your tehsils:

"Sir, we've got a problem in Maukhalli village. The Dalit groom's baraat is supposed to enter the village at 5 AM for the traditional welcome. The Thakur side has placed a tractor across the kuccha road. About 60 men on each side. The local PI has lost the room. Tell me what to do — I'm in the jeep now."

Your phone is also blinking: it is your local MLA on WhatsApp. "Collector saheb, calm yourself. The boys are just having fun. Let it pass — these are voter caste issues, you know." Behind that text is the political reality: the MLA's vote bank is Thakur; the Dalit groom's family has called a Delhi journalist; tomorrow this could either be a minor police diary entry or a national headline. You have eight minutes till the SDM expects an instruction. You have thirty seconds to choose tone.

Now in an interview board four months later, the Chairperson — a retired Punjab DGP — drops this exact scene on the table and says:

"Take us through the next eight minutes. Tell us not what the manual says — tell us what you would do."

Why this matters for UPSC

Situational ethics questions are the single most-asked category in the Personality Test~95 percent of boards ask at least one. They test what no GS paper can test: how the candidate weighs rights, consequences, and self-interest in real time. The board isn't looking for the textbook answer — it's looking for poise, sequencing, constitutional anchor, and self-awareness. Get this right and you can recover from a weak hometown round. Botch it and no amount of Mains marks will save the interview.
