It is 17 November 2023. Mohamed Muizzu is sworn in as the 8th President of Maldives after defeating the incumbent Ibrahim Mohamed Solih on an explicit "India Out" platform. Within minutes of taking the oath, the new President's first diplomatic demand is on Indian troops. Three Indian military contingents — operating two Dhruv ALH helicopters and a Dornier 228 reconnaissance aircraft for Maldivian SAR + EEZ patrol — must leave by 10 May 2024. They do — replaced by civilian technical contractors under a face-saving arrangement.

Then comes early January 2024. Three Maldivian deputy ministers mock PM Modi's Lakshadweep visit on social media. India erupts; #BoycottMaldives trends; Indian tourists — the largest source market until 2023 — cancel en masse. Maldives' tourism arrivals from India crater from 209,000 (2023) to 130,000 (2024). Muizzu's first state visit isn't to New Delhi — it's to Beijing in January 2024. China and Maldives sign 20 agreements; Muizzu declares Maldives' "ocean is open for fishing".

Now fast-forward to October 2024. Muizzu — facing a $1.4 bn external debt crisis, a $700 mn obligation due in 2025-26, and a sovereign default warning — flies to New Delhi. India offers a $400 mn currency swap + ₹3000 cr lifeline. The "India Out" president is now negotiating his survival from India's Lutyens' Delhi guesthouse. This is debt diplomacy — not the caricature, but the structural reality of small-island states in the Indian Ocean Region (IOR).

Why this matters for UPSC

The Maldives file is the textbook case for India's Neighbourhood First + SAGAR doctrine. Mains has asked about IOR + debt diplomacy + small-state strategy. Prelims has tested treaties (1976 maritime boundary), Operation Cactus 1988, and Coalition of Three (India-Sri Lanka-Maldives). Interview boards probe the recalibration after Muizzu's pivot.
