It is 17 September 2018. In Dhubri district of Assam, Union Home Minister Rajnath Singh, with BSF DG K.K. Sharma at his side, switches on the first stretch of the Comprehensive Integrated Border Management System (CIBMS) — a 5-km pilot along the Indo-Bangladesh riverine border at the Brahmaputra. There is no chain-link fence. Instead, an array of microwave intrusion sensors, thermal cameras, night-vision optronics, infra-red detectors, laser walls, underwater sonars, and aerostat- mounted radar feed a single live picture into a Border Operating Centre in Dhubri where BSF jawans watch a 4K monitor wall.

Within 30 days, the system records 27 attempted infiltrations — all detected, two captured. The Madhumati Project in nearby Mankachar achieves similar results. For the first time, India has demonstrated technology-led border surveillance capable of plugging the riverine gap that physical fences cannot bridge.

By 2024, CIBMS has expanded to ~71 km of the Bangladesh border (pilot Phase I) and is being scaled to the 3,326 km of remaining unfenced border + 60 km of the LoC (CIBMS-LoC variant). The Sela Tunnel opens on 9 March 2024 — a 1.5 km dual-tube tunnel at 13,000 ft giving all-weather connectivity to Tawang, deep in Arunachal.

Border infrastructure — fencing, surveillance, and roads — is no longer a back-office logistical issue. It is the central pillar of India's border management doctrine alongside CAPF deployment.
