Story hook
In a workshop just off the Bhiwadi-Alwar highway in Rajasthan, a 52-year-old proprietor named Suresh Tyagi runs a 26-person unit pressing automotive sheet-metal components. He invests roughly ₹35 lakh annually in new tooling, earns ₹14 crore turnover supplying Mahindra & Maruti vendors, and employs 26 workers — 22 on the shop floor, 4 on accounts and dispatch. By the definition introduced on 1 July 2020, his unit is a Medium Enterprise (investment up to ₹50 crore, turnover up to ₹250 crore).
He represents the 63 million-plus MSMEs that contribute 30% of India's GDP, 48% of exports, and 110 million jobs — making MSMEs the second-largest employer after agriculture. Yet his unit operates without a written contract with most buyers, with payments often delayed beyond 90 days, with a credit gap of ₹25 lakh that no bank fully bridges, and with five different state and central licenses to maintain — none of which his rival unit in a TN industrial park needs.
This is the Indian MSME paradox — the sector everyone celebrates in speeches and disadvantages in policy. Understanding why MSMEs matter, how they're defined (it changed completely in 2020), how delayed payments + credit gaps + compliance burden choke their growth, and what TReDS, Udyam, Samadhaan and the Vivad-se-Vishwas schemes do — that is mastering this topic.
Why this matters for UPSC
MSME is a regular Prelims-Mains topic — 1-2 Prelims questions per year on definitions (revised July 2020), Udyam registration, TReDS, RAMP, MSME Samadhaan, Ministry of MSME. Mains questions recur on credit gap, delayed payments, formalisation, and MSME's role in jobs/exports. Interview boards probe the Udyam-PAN-GST ecosystem, the 45-day payment law, and global comparisons.
