Story hook
It is 27 February 2023, 4:17 am local time. A magnitude 7.8 earthquake rips through southeastern Turkey, followed by a 7.5 aftershock 9 hours later. The epicentre is Kahramanmaraş. Within 72 hours, 50,000+ are dead. Buildings have pancaked across 10 provinces. Syria's already-broken north quakes with it.
3,000 km away in Ghaziabad, India's NDRF 8th Battalion is mobilising. By 6 February evening, three Indian Air Force C-17 Globemasters take off from Hindon Air Base under Operation Dost. On board: 151 NDRF personnel, dog squads, CSSR equipment, mobile hospitals from the Army's 89 Para Field Hospital, relief materials.
In Turkey, the NDRF teams operate at Nurdaği and Adıyaman. Over the next 12 days, they rescue 6 survivors including a 6-year-old girl, retrieve 80+ bodies, treat 3,500 patients. India is one of the first 5 countries to deploy boots on the ground. President Erdoğan personally thanks PM Modi. NDRF — a force created in 2006 — has become a diplomatic instrument.
This is the story of how India built the world's largest dedicated disaster response force and birthed the Coalition for Disaster Resilient Infrastructure (CDRI) — both anchored in Indian soil and aspiration.
Why this matters for UPSC
NDRF questions appear in Prelims almost every cycle — number of battalions, parent CAPF, year established, role of DG. Mains demands critical evaluation: has NDRF replaced SDRFs? Is CDRI a viable South-led DRR initiative? Interview boards push on deployment ethics — Turkey vs Nepal vs Sri Lanka. The trio NDRF-SDRF-CDRI covers operational, state-level, and global dimensions of India's response capacity.
