Cooperative & contract farming

Cooperative & contract farming

Story hook

In November 1946, Tribhuvandas Patel convened a meeting of ~15 farmers in Anand, Gujarat, frustrated with the milk middlemen of Bombay Pohlson Dairy. They formed a two-village cooperative. By 1955, 75 village societies had organised under the Kaira District Cooperative Milk Producers' Union Limited (KDCMPUL). In 1973, Verghese Kurien federated dairy cooperatives into GCMMF — the Amul brand. By 2023-24, Amul reports Rs.80,000 crore turnover, pooling milk from 3.6 million dairy farmers, 95% of them women. Anand's cooperative model is now studied in 35 countries as the gold standard.

Three decades later in 1998, a different model emerges in Punjab. PepsiCo India signs forward-purchase contracts with 15,000 farmers for tomatoes at Channo (Sangrur) — guaranteed price, seed-and-extension support, off-take of the entire harvest. Lay's potatoes, Tropicana oranges, Quaker oats — all enter India via contract chains. By 2020 the Three Farm Laws seek to enshrine contract farming as the future of Indian agriculture. Twelve months later, after 378 days of protest, the laws are repealed (29 Nov 2021).

Cooperative farming starts from the village; contract farming starts from the market. Both promise the same thing — better income, better technology, less risk — through opposite institutional designs.

Why this matters for UPSC

GS-III tests cooperative governance (97th Amendment, MSCS Act 2002, Multi-State Cooperative Societies Amendment Act 2023), contract farming legal architecture (APMC reforms, Model Act 2018), and case studies (Amul, IFFCO, KRIBHCO, PepsiCo, Adani Wilmar). Prelims tested 97th Amendment (2018), Cooperative Year 2025 (2025), and PepsiCo seed potato (2022). Mains weighs the political economy of farmer-business contracts.
