Translation from English to regional language

It is September 2018. Mains hall, Lucknow. A Hindi-medium aspirant — comfortable in Devanagari, good GS scores, optional in Public Administration — opens the Hindi Qualifying Paper. He reaches the translation section. The passage is in English:

"The Constitution of India is a living document that has evolved through judicial interpretation. The doctrine of basic structure, formulated in the Kesavananda Bharati case, prevents Parliament from amending the fundamental framework of the Constitution. This doctrine reflects a delicate balance between parliamentary supremacy and constitutional supremacy."

He starts translating word-by-word. "भारत का संविधान एक जीवित दस्तावेज़ है जो न्यायिक व्याख्या के द्वारा विकसित हुआ है।" The "doctrine of basic structure" — he writes "मूल संरचना का सिद्धांत". Acceptable. But "delicate balance" — he writes "नाज़ुक संतुलन". Examiner expected "सूक्ष्म संतुलन" or "नाजुक संतुलन". 2 marks lost.

Then "parliamentary supremacy" — he literally translates "संसदीय श्रेष्ठता". Examiner expected the established term "संसदीय सर्वोच्चता". 3 more marks lost. Multiply across 10 such phrases — 20 marks gone from a 40-mark section. Total qualifying paper: 77 / 300 — just 2 marks above the cut. He scrapes through. But it was close.

Why this matters for UPSC

Translation carries 40-50 of the 300 marks in the Indian Language Qualifying paper. It has been set in every Mains since 1979 in all 22 Eighth-Schedule languages. The passage is typically 150-250 English words of formal prose — usually about Indian polity, society, history, or environment. With a 200-term policy vocabulary memorised in your target language, the section becomes a deterministic 40-mark win.
